Michael Hart

Executive Director

He/Him

Michael brings a wealth of governmental, political, and resource development experience his role at TLCHB. Michael serves as Executive Director and seeks to collaborate with various stakeholders to advocate for and improve the lives of those less fortunate, all while exercising good stewardship of community resources. He initially began his work with TLCHB as the Director of Policy and Programming, working to ensure that our local policies and procedures are informed by national best practices, comply with federal/state/local guidelines, and fit within the localized context of our Continuum of Care. In addition to his leadership at TLCHB, Michael currently serves or has served on the Lucas Metropolitan Housing Board of Commissioners, Pathway, Inc. Board of Directors (local community action agency), Toledo Area Regional Transit Authority Board of Trustees, and the Toledo Jeep Fest Board of Managers. In his free time, Michael enjoys spending time with his wife, Rachel, and their puppies Margo and Leo.

Julie Embree

Continuum of Care System Operations Manager

She/Her

Julie has over two decades of experience in social services.  Problem-solving barriers for underserved populations has driven much of her professional career.  During this time, she has served in progressive capacities from case manager to administrative leadership.  Julie dedicated 25 years of services to those impacted by HIV/AIDS, much of this with a focus on housing services.  Julie has served in multiple community housing leadership positions serving as member and in executive officer positions with the Toledo Area Alliance to End Homelessness, Chair of the Toledo Lucas County Homelessness Board (TLCHB) Quality & Performance Committee, and TLCHB board member. In her role as HMIS Administrator, Julie is dedicated to building solid data, analysis of trends and identifying opportunities to tell the story of our community’s needs and successes in the effort to eliminate homelessness.

Netra Hilliard

Finance Manager

She/Her

Netra is a seasoned professional with extensive experience in government fund accounting, general accounting, and auditing. She excels in leading finance departments for agencies focused on housing for seniors and individuals with disabilities. Her leadership spans directing and coordinating complex accounting functions, supervising accounting personnel, and ensuring the accuracy and integrity of financial transactions and reports.

As an MBA alumna of Lourdes University, Netra has honed excellent analytical and customer relationship management skills, alongside a robust technical knowledge base that includes State and Federal accounting, income tax, labor, and payroll laws.

She has been a great asset to the community with her accounting and finance expertise working at various agencies such as Lucas County Children Services, LMH, and Lucas County Board of DD. Through her extensive expertise in finance and business management, Netra is committed to driving the strategic objectives of TLCHB, ensuring effective resource use, and contributing significantly to the mission of addressing homelessness in the community.

Operations Manager

Lisa Pengov is a seasoned professional with a heart for the City of Toledo and more than 20 years of experience working with the Continuum of Care in Homelessness. With extensive expertise in program development and management, budgeting, finances, grant management, and grant application writing, Lisa is deeply committed to serving the community and addressing the needs of the most vulnerable populations.

A collaborative leader, Lisa has forged cooperative relationships with funders, regulatory agencies, and stakeholders, leveraging partnerships to achieve organizational objectives and enhance community impact. As an educator, Lisa brings a passion for knowledge-sharing and capacity-building, empowering teams with the skills and tools necessary for success in their respective roles. With a commitment to excellence and a dedication to fostering innovation and growth, Lisa Pengov is poised to make significant contributions to any organization she joins, driving positive change and achieving impactful outcomes.

Tawanna Murphy

Tawanna Murphy is a seasoned Revenue Expert based in Toledo, OH, with over 20 years of experience in healthcare management and revenue cycle management. With a heart for the homeless and a passion for serving the city of Toledo, she brings a unique perspective to her work. Tawanna is dedicated to strategic planning and process improvement, motivating teams to achieve both departmental and organizational goals. Her expertise in leadership, project management, and customer relationship building has consistently delivered high job performance and solid results throughout her career.

Grant Administrator

Alison Kuntz is a dynamic professional who has transitioned from a successful career in the cosmetology industry to a new path in the non-profit sector. With a decade of experience in cosmetology, including significant time spent in education, Alison has now set her sights on making a difference in the world through community-driven initiatives. Driven by this purpose, Alison is working towards a bachelor’s degree in Sociology, which has provided her with a broader understanding of the social dynamics that shape our communities. Alison’s adaptive mindset allows her to approach non-profit work with fresh perspectives, combining her past experiences with the lessons learned in her academic pursuits.

Alison's career switch exemplifies her unwavering dedication to positively impacting people's lives and the community. By leveraging her educational background and passion for helping others, she is well-equipped to bring a unique perspective and drive meaningful change in the non-profit sector.

Daniel Jimenez

Daniel Jimenez is a passionate software engineer and proud native of Toledo, OH. With a solid background in database management and a strong proficiency in programming languages such as C#, SQL, Python, Java, XML, HTML/CSS, and Kotlin, Daniel is committed to leveraging his skills to make a difference in his community and beyond. Daniel excels in designing and testing itineraries, analyzing operational data, and fostering strong client relationships. With a heart for the community and a dedication to continuous learning and development, Daniel is poised to contribute meaningfully to the tech industry and positively impact the city of Toledo.

Grant Administrator

Michelle Kravetsky began her career in fundraising in 1996 with the Sisters of St. Francis. In 2001 she began teaching at the elementary school level and moved into administration in 2009. Michelle returned to fundraising in 2010, strengthening her skills and connections with stakeholders as well as capitalizing on her marketing and direct mail experience to enhance fundraising programs throughout her career. Michelle strives to help those who are in need and make a difference to those served through her fundraising efforts. She has been a fundraiser for Catholic schools, Manahan, Catholic Charities, and Ronald McDonald House.

Coordinated Entry System Coordinator

Mike’s work experience in construction, property management, and, more recently, housing case management all lend a solid base to join the Toledo Lucas County Homelessness Board as a Housing Navigator. The focus of the Housing Navigator is to locate and coordinate housing for individuals and families in our community that are unhoused, working with community partners to ensure clients have the necessary support to succeed. Mike enjoys outdoor activities, especially when surrounded by nature.
